  • EU trusted lists identify service qualification, scope and relevant status.
  • Provider names alone do not settle current or historical qualification.
  • The Trusted List Browser and application root stores serve different purposes.

What is an EU trusted list?

An EU trusted list records information about trust service providers and their services under the eIDAS framework. Member States publish their national lists; the EU list of trusted lists supports locating and authenticating those national sources.

The Commission’s trusted-list guidance explains the role of these records in qualified status. The useful question is not only whether a provider’s name appears, but which service has what status at the relevant time.

Provider, service and history

A provider can operate several certificate, timestamp or other trust services. Check the service type, identified service information, qualification scope and status history needed for the transaction. A current brand name alone does not establish the historical status of a signature’s supporting service.

The Trusted List Browser helps present listing information. It is not, by itself, a complete validator for an arbitrary signed document: the file, credentials and applicable validation rules still need to be assessed.

Trusted list versus an application root store

A root store contains trust anchors accepted by a particular system. An application’s trust settings serve a different purpose from the EU legal service-qualification framework. A provider can participate in several trust schemes without every certificate being qualified.

These differences matter in digital-signature validation. An application’s trusted result and the legal qualification of a specific service are related but different assessments.

How does this affect trust services?

For a qualified timestamp or seal-related service, establish the relevant listed service and conditions rather than relying on a logo or a general provider claim. Preserve the evidence needed to support the status assessment later.

A Common Case: Reviewing a listed service for an EU transaction

A California financial-services firm could check a service entry when preparing an EU transaction. Its qualification review would consider the relevant service, scope and status history. A viewer’s trusted icon addresses a different question and does not replace that record.

FAQs

Does finding a provider name establish that every certificate it issues is qualified?

탐색 메뉴 화살표

No. Qualification depends on the relevant listed service, its scope and status, together with the credential and applicable requirements.

Does the Trusted List Browser validate my signed document?

탐색 메뉴 화살표

It presents trust-service listing information. The document and its signature evidence still need validation under the appropriate rules.
