PandaDoc Review 2026: Every Plan, Hidden Costs, and the Best PandaDoc Alternatives

PandaDoc is built for sales teams: proposals, quotes and contracts made in one editor and signed in the same place. The questions that matter come after the demo. What does Starter leave out? What happens when you send documents through an integration? Can we get a qualified signature for a client in Germany? Where are our documents stored, and can we move them later? This guide answers those questions for PandaDoc, then compares the PandaDoc alternatives worth your time in 2026.

  • PandaDoc costs $19 per seat per month on Starter and $49 on Business with annual billing, or $35 and $65 month to month. Enterprise is priced by quote.
  • Starter includes unlimited e-signatures, but no custom branding, approval workflows, CRM integrations, bulk send, automatic reminders or signer verification.
  • Automated document creation uses usage credits on PandaDoc's regular paid plans. Non-API overages can cost up to $5 per document; API creation pauses when credits run out.
  • PandaDoc lists QES on Business and Enterprise at $5 per signer, with purchased packs of 10 that expire at billing-cycle end. Confirm billing-cycle eligibility. Storage-region choice and HIPAA support require Enterprise.
  • Sign.Plus Professional includes unlimited signature requests, up to five users and 10 templates for $19.99 per user per month on annual billing. QES costs $5 per recipient on paid plans, with credit packs starting at 10; purchased credits do not expire. Data residency and HIPAA support require Enterprise; HIPAA also requires Advanced Security Controls and a signed BAA.
  • DocuSign, Dropbox Sign and SignNow are solid options for specific needs, covered below.

Sign.Plus is our top pick for teams that mainly need to get documents signed, with qualified signatures and a choice of storage location at a published price. DocuSign fits large organizations that want the best-known name, Dropbox Sign fits teams already working in Dropbox, and SignNow fits small teams on a tight budget.

Is PandaDoc Worth It in 2026?

PandaDoc works well if your team writes proposals and quotes every week and wants them built, tracked and signed in one tool. Business is where that workflow really starts, with CRM integrations, approval workflows and branding.

It gets harder to justify when signing is the main job. Then you pay for a document editor and sales tools you may not use, while signer verification and qualified signatures require higher-tier access, and storage choice requires Enterprise.

PandaDoc Pros and Cons

Pros

  • ✓Proposals, quotes and contracts are built and signed in one editor.
  • ✓Starter includes unlimited document uploads and e-signatures.
  • ✓Suggests signature and date fields automatically after upload.
  • ✓Free plan with 5 documents a month, no credit card required.
  • ✓QES through European trust service providers, including Swisscom.
  • ✓SOC 2 Type II report and GDPR compliance.

Cons

  • ✗Starter has no signer verification, reminders, branding or CRM integrations.
  • ✗Documents sent through the API, Zapier, forms or bulk send use paid usage credits.
  • ✗Purchased QES credits come in packs of 10 and expire at the end of the billing cycle.
  • ✗Choosing a US or EU storage region requires Enterprise, and account transfers between regions are not supported.
  • ✗Annual orders are non-cancelable and fees are non-refundable.

About PandaDoc

PandaDoc, Inc. was founded in 2014 and lists San Francisco first among its offices, alongside Kyiv, Manila and Warsaw. Its product covers the whole document workflow for sales and operations teams: proposals, quotes, contracts, forms, payments and e-signatures.

PandaDoc charges per seat, with separate document allowances for some plans and workflows. Signing in the app is unlimited from Starter up, but documents created through integrations and automations draw on usage credits.

How We Compared These Services

E-signature is what we work on every day. We build and run Sign.Plus for everyone from freelancers and small offices to healthcare providers, law firms and international companies, and we follow the other platforms on this list closely. The questions below are the ones teams ask most often when they compare tools or move away from one.

For this guide we read PandaDoc's pricing page and plan comparison table, its pricing FAQs, its Master Services Agreement, its security, HIPAA and EU server pages, its help center articles on QES and compliance, and its API pricing. We did the same for DocuSign, Dropbox Sign and SignNow, and rechecked every price on the vendors' own pages in November 2026. Where a capability is marked as not published, the vendor does not state it on its own pages. That makes it a question to settle with their sales team, not proof that it is missing.

1. PandaDoc Pricing: Every Plan

PandaDoc sells four plans. Free, Starter and Business have published prices; Enterprise is priced per seat or per document by quote. Annual billing is the cheapest option, and the pricing page says it saves up to 46% compared with monthly billing.

Our advice: before you compare plans, list the features you need on day one, such as signer verification, reminders, branding or a CRM connection. On PandaDoc, that list decides the plan more than the number of documents you send.

How to Read PandaDoc's Plans

Four things on the page decide what you will actually pay:

  • The seat is the unit. Starter and Business are priced per seat. Removing a user during the term does not reduce what you pay.
  • The asterisk matters. Features marked with an asterisk, such as CRM integrations, bulk send and web forms, require usage credits or a paid add-on.
  • Check QES eligibility before committing. PandaDoc's pricing table and QES help page differ on billing-cycle eligibility. Confirm availability for your chosen plan and billing cycle.
  • Enterprise unlocks the compliance features. Storage-region choice, HIPAA support and single sign-on without an add-on all sit on Enterprise, which has no public price.

PandaDoc Plans

PlanAnnual billingMonthly billingWhat you get
Free$0$05 documents per month, up to 5 templates
Starter$19/seat/mo$35/seat/moUnlimited uploads and e-signatures, up to 5 templates
Business$49/seat/mo$65/seat/moUnlimited templates, CRM integrations, approval workflows, branding
EnterpriseQuoteQuotePer-seat or per-document pricing, SSO, data residency, HIPAA (optional)

What this means for you. Starter looks like the natural entry point at $19, but it is a signing plan without the checks many teams expect: no passcode or SMS verification, no automatic reminders and no branding. Business adds those, plus the sales tools PandaDoc is known for, at more than double the price. On monthly billing the gap shrinks, but every plan costs more: Starter goes from $19 to $35 per seat.

Is There a Free Option?

Yes. PandaDoc's Free plan lets you create 5 documents per month with up to 5 templates, and it needs no credit card. Documents you create through the API count against the same 5. Starter and Business also come with a 14-day free trial. Sign.Plus has a free plan as well, with three signature requests in total, so you can try sending real documents before you pay.

How PandaDoc Pricing Compares

PlatformTeam plan (annual)Sending limit
PandaDocStarter: $19Unlimited e-signatures in the app
Sign.PlusProfessional: $19.99Unlimited
DocuSignStandard: $25100 envelopes per user per year
Dropbox SignStandard: $25 (2+ users)Unlimited
SignNowBusiness: $8100 invites per user per year

Prices are per user per month in USD on annual billing. PandaDoc Starter and Sign.Plus Professional cost almost the same, but they include different things. Sign.Plus Professional includes passcode and SMS code verification and SMS or WhatsApp delivery, which PandaDoc keeps for Business at $49. Sign.Plus Professional supports up to five users and includes 10 templates. Data residency and HIPAA support require Sign.Plus Enterprise at $49.99 per user per month on annual billing.

2. Usage Credits: The Cost of Automation

Signing in the app is unlimited from Starter up. Automation is where PandaDoc's metering starts. According to PandaDoc's pricing FAQs, usage credits cover document creation through integrations and automated workflows, including the API, Zapier, Make, forms and bulk send.

  • Starter and Business include trial credits for first-time customers. After that, you buy a recurring credit pack. Pack prices are not published.
  • For non-API automated workflows, overage is billed at the price on your order form, or up to $5 per document if no per-unit price is specified.
  • On Starter and Business, API document creation pauses when your credits run out.
  • Unused documents do not roll over between billing periods.

How PandaDoc Usage Costs Compare

If your contracts are created by your CRM, a web form or an internal tool, ask PandaDoc for the credit pack price before you commit. Sign.Plus does not meter documents on its team plans: Professional and higher eSignature plans include unlimited signature requests, and API access is sold as separate plans with a published monthly allowance. DocuSign counts every envelope against an allowance, including API and bulk sends, while Dropbox Sign includes unlimited signature requests on its Essentials and Standard plans.

3. What Starter Leaves Out

PandaDoc's plan comparison table lists these features as unavailable on Starter:

  • Passcode, SMS and ID verification for signers
  • Automatic reminders
  • Custom branding and content library
  • Approval workflows
  • CRM integrations
  • Bulk send and web forms
  • Recipient analytics

Starter also caps templates at 5.

How PandaDoc Starter Compares

Sign.Plus Professional, at nearly the same price, includes passcode and SMS code verification, 10 signature requests by SMS or WhatsApp per seat each month, and 10 templates. Reminders are included from the Personal plan up. If your team sends contracts rather than proposals, compare the signing features plan by plan, not just the headline price.

4. QES and Signature Levels

Not every electronic signature carries the same legal weight. In the European Union, the eIDAS regulation defines three levels:

  • SES (simple electronic signature): a typed name, drawn signature or click to sign. Fine for most everyday agreements, such as sales contracts, NDAs and offer letters.
  • AES (advanced electronic signature): uniquely linked to the signer, able to identify them, and built so any later change to the document is detectable. Used when you need stronger proof of who signed.
  • QES (qualified electronic signature): an advanced signature created with a certificate from a qualified trust service provider after the signer's identity is verified. Under eIDAS it has the same legal effect as a handwritten signature in every EU country.

PandaDoc supports all three. Its help center says AES applies when recipient identity verification is enabled, and QES runs through European trust service providers such as Evrotrust, D-Trust, InfoCert and Swisscom. The conditions are worth reading:

  • PandaDoc's QES help page lists Business and Enterprise and includes a monthly Enterprise allowance. Its pricing table labels QES as annual-plan-only, so confirm eligibility for your chosen billing cycle.
  • Each signer uses one QES credit at $5. Credits are sold only in packs of 10, for $50.
  • Purchased credit packs expire at the end of the billing cycle.
  • QES can be set only in a document, not in a template or form.

How PandaDoc QES Access Compares

PlatformQualified signature (QES)
Sign.PlusPaid plans, $5 per recipient; credit packs start at 10 and purchased credits do not expire; eIDAS and ZertES through Swisscom Trust Services
PandaDocBusiness and Enterprise, $5 per signer in packs of 10; confirm billing-cycle eligibility
DocuSignListed on Enhanced (contact sales)
Dropbox SignThrough an electronic ID add-on on Premium, through sales
SignNowNot published on the plans page

Sign.Plus supports SES, AES and QES in one product. Both providers sell QES credit packs, but Sign.Plus purchased credits do not expire, making them easier to use across occasional signing needs. Read more about eIDAS signatures and ZertES signatures.

5. Where Your Documents Live

Signed contracts often hold salaries, health details, ID numbers and account data. So legal and IT teams increasingly ask two questions before they choose a tool: in which country are the documents stored, and which company, under which country's law, holds them?

PandaDoc stores customer data in the US or the EU, hosted on Amazon Web Services. Three details matter:

  • It is an Enterprise feature. The pricing table shows "Data residency in US or EU" only on Enterprise.
  • The choice is final. PandaDoc's data residency page says data cannot be transferred between its US and EU data centers. A second region means a second, separate account.
  • Some data still goes to the US. The same page lists support communications, analytics data, third-party integrations and sales interactions as stored and transferred to the US.
PandaDoc plan comparison table showing data residency, QES and HIPAA rows
PandaDoc's plan comparison in November 2026. Its QES billing-cycle label differs from the QES help page; confirm eligibility before buying.

How PandaDoc Data Residency Compares

PlatformCompany based inStorage region choiceCan documents move later?
Sign.PlusGeneva, Switzerland43 locations across the Americas, Europe, Asia Pacific, the Middle East and Africa (Enterprise); Switzerland by defaultYes
PandaDocUnited StatesUS or EU (Enterprise)No
DocuSignSan Francisco, United StatesFive regions: US, Canada, Europe, Australia, Japan (Enhanced)No, the region is set when the account is created
Dropbox SignUnited StatesUS by default; Australia, the EU, Japan, Canada or the UK on Premium plansNot published
Adobe Acrobat SignUnited StatesNorth America, Europe or Asia Pacific, depending on the solutionNot published
SignNowUnited StatesUS or EU data centers; plan not publishedNot published

So most providers can keep documents in the US or the EU, and DocuSign and Dropbox Sign add a few more regions, usually on their top plans. Sign.Plus offers the widest choice, with 43 locations, and is the only one here that says documents can move to another region later.

PandaDoc's agreement is governed by Irish law for customers in the UK, the EU and Switzerland, by the law of New South Wales for Australia and New Zealand, and by Delaware law for everyone else. Fees are paid in US dollars.

Sign.Plus is built by Alohi, a Swiss company headquartered in Geneva. Documents are stored in Switzerland by default, under the Swiss Federal Data Protection Act (FADP), and the EU recognizes Switzerland as offering an adequate level of data protection. With the Sign.Plus Enterprise plan, teams in the United States can keep their documents in the US, with nine US locations including Oregon, Iowa, Dallas, Los Angeles and Columbus. Canadian teams can choose Montreal or Toronto, and European teams can pick from locations such as Frankfurt, Paris, Madrid, Milan, Warsaw, Geneva and Zurich, out of 43 locations worldwide. Documents can move later if your needs change. See Alohi's data residency options and our guide to what data residency means for e-signatures.

6. HIPAA and Compliance

If you handle health information, HIPAA is the US law that protects patient health information. A provider that handles it for a healthcare organization signs a BAA (Business Associate Agreement), a contract that commits it to HIPAA safeguards.

Two security frameworks come up in almost every vendor review:

  • ISO/IEC 27001: an international certification for how a company manages information security.
  • SOC 2 Type 2: an independent auditor's report on how security controls actually worked over a period of time.

PandaDoc lists HIPAA as an Enterprise option and directs customers to their account team for a BAA. Its security page lists SOC 2 Type II and GDPR, but does not claim ISO 27001.

How PandaDoc Compliance Compares

PlatformHIPAA and BAAISO 27001SOC 2 Type 2

Dropbox SignBAA with minimum contract value requiredYesYes

Sign.Plus has ISO/IEC 27001:2022 certification from EY CertifyPoint and a SOC 2 Type 2 report from EY, and is listed on the CSA STAR Registry. PandaDoc publishes a SOC 2 Type II report but does not claim ISO 27001. Of the providers in this table, Sign.Plus is the only one that publishes PHIPA support and offers HIPAA on a plan with a published price: DocuSign lists HIPAA on its contact-sales Enhanced plan, Dropbox Sign requires a minimum contract value, and PandaDoc offers it as an Enterprise option by quote.

For Sign.Plus HIPAA support, enable Advanced Security Controls and sign a BAA on Enterprise. PHIPA support requires the corresponding signed agreement.

7. Contract Terms to Read Before You Sign

PandaDoc's Master Services Agreement has a few clauses worth knowing before you sign. Check your order for any expressly agreed exceptions:

  • Automatic renewal. Annual terms renew for another year unless you give written notice at least 30 days before the end date.
  • Renewal price. The renewal price is the higher of the published list price or what you pay now, and discounts or promotional pricing do not carry over.
  • No refunds. Orders are non-cancelable and fees are non-refundable for the full term.
  • Seats. Removing users during the term does not reduce your fees, while added users and extra volume can be invoiced monthly.
  • Monthly plans renew every month at PandaDoc's then published rates.

How PandaDoc Terms Compare

  • DocuSign: annual plans can be canceled within 30 days without penalty, once per customer; after that, the remaining balance of the year is owed.
  • Dropbox Sign: going over your plan's usage limit can move you to the next plan automatically, and that upgrade is non-refundable. Plans cannot be canceled mid-term.

If you are switching, check your renewal date and notice period first, so you can move without paying for a year you will not use.

8. Signing Experience and Where Sign.Plus Does More

The basics are the same on PandaDoc and on Sign.Plus: signers open a link, review the document and sign on any device without creating an account, and both offer mobile apps for iOS and Android. The difference is focus. PandaDoc is built around creating proposals and quotes, while Sign.Plus focuses on the signing work itself.

What We Saw When Sending a Test Document

To see the everyday workflow and not just the feature list, we sent a one-page test agreement through a PandaDoc trial account in November 2026. A few things stood out.

Field suggestions work well on a simple PDF. After the upload, PandaDoc offered two field suggestions, a signature and a date, and placed both with one click. On our test document we did not have to drag anything by hand.

PandaDoc editor suggesting a signature field and a date field on a test agreement

Check who the signer is. Before we added a recipient, PandaDoc offered to assign the suggested fields to our own account. When we added the outside recipient, they were added as a CC recipient and only became a signer once the fields were assigned to them.

The date is picked, not stamped. The suggested date field became a "Select date" picker that the signer fills in, rather than an automatic signing date.

Signers can pass the document on. "Signers can delegate signing" was switched on by default, and identity verification was marked as an upgrade in our trial.

PandaDoc e-signature settings with signer delegation switched on and identity verification marked as an upgrade
PandaDoc send settings: delegation on by default, identity verification as an upgrade (November 2026).

Smaller details. The default email subject used our email address, "... sent you test-agreement", and the document was set to expire after about 60 days.

PandaDoc sent document view with the recipient status Not opened yet
The sent test document in PandaDoc, waiting for the recipient (November 2026).

Canceling a sent document takes care. We found no void button, so we changed the status by hand. The status picker opened on "Completed", with notifications to recipients switched on, and PandaDoc warned that manually completed documents may not be legally binding. Choose the status deliberately. PandaDoc's cancellation guide explains how to mark a sent document as Expired to block recipient access.

How the PandaDoc Signing Experience Compares

Sign.Plus focuses on the signing work itself:

Preparing the document. PandaDoc's field suggestions handled our simple test PDF. Sign.Plus Auto-Place does the same job and is built for the harder cases too: upload a document and the fields are placed automatically, ready for you to review and assign, on fillable PDFs and on flat documents such as scans and received faxes, where there is no form data to read.

Choosing how each signer proves who they are. Within one request, the sender can set a different check for each recipient: a passcode, an SMS code or an ID Check with a government ID. A colleague can sign with a simple link while an outside party confirms their identity.

Reaching signers by phone. Signature requests can go out by SMS or WhatsApp, with a monthly allowance included in each seat instead of a per-message fee.

Proof after signing. Each signed document comes with a separate Certificate of Completion, alongside the audit trail, which makes it easy to file or share the evidence on its own.

Signing on any device. Sign.Plus works in the browser and in apps for iOS and Android, with add-ins for Microsoft Word and Google Workspace.

9. API and Developer Plans

If you want signing inside your own app or website, both companies offer dedicated API plans. PandaDoc's API Free plan includes 60 documents a year with two recipients per document, and its Developer plan costs $40 per month for 40 documents a month. On regular PandaDoc plans, documents created through the production API use usage credits.

How PandaDoc's API Compares

Plan levelPandaDoc APIDocuSign Developer (annual)Sign.Plus API (annual)
Free60 documents a year, 2 recipients per documentFree developer account for testingSandbox for testing
EntryDeveloper: $40/mo, 40 documents a monthStarter: $50/mo, from 40 envelopes a monthEssential: $75.99/mo, 50 requests a month
Higher volumeEnterprise: customIntermediate: $300/mo and Advanced: $480/mo, from 100 envelopes a monthGrow: $279.99/mo, 200 requests a month; Scale: $659.99/mo, 600 requests a month
AES and QES through the APIQES documented via API; confirm plan and credit requirementsListed on Enhanced (contact sales)Supported on every API plan; QES credits cost extra

What this means for you. PandaDoc and DocuSign are cheaper to start with. At the published middle tiers, Sign.Plus offers more requests per dollar than DocuSign: Grow works out to about $1.40 per request, DocuSign Intermediate to about $3.00 per envelope at its base allowance, and PandaDoc does not publish a price above its Developer plan. Every Sign.Plus API plan supports SES, AES and QES. QES requires separately purchased credits; support for the signature level does not mean qualified signatures are free. See Sign.Plus API plans and the API documentation.

10. Check Recent User Reviews

Pricing pages and terms only tell you what a provider promises. Users tell you how it feels a year in. We don't summarize other people's reviews here, because they change quickly and every team's experience is different. Instead, here is what we'd search for before renewing or committing:

  • "PandaDoc auto renewal" and "PandaDoc cancel subscription", to see how others handled the renewal date.
  • "PandaDoc usage credits" and "PandaDoc API overage", to see how teams that automate documents manage the cost.
  • "PandaDoc price increase", to see what happened at renewal for teams your size.
  • The same searches for any alternative you shortlist.

Independent review sites and community forums are the best places to look. Sort by most recent, and look for patterns rather than single complaints.

Should You Switch?

If your team lives in proposals and quotes and uses PandaDoc's editor, CRM sync and approval workflows every day, PandaDoc is hard to replace, and switching may not be worth it. The case for moving gets stronger when signing is most of what you do, when you need signer verification without paying for Business, or when a client or regulator asks for a qualified signature or a specific storage country.

Canceling PandaDoc: What to Know

Timing is everything. Annual PandaDoc terms renew automatically unless you give written notice at least 30 days before the end date, and fees for the current term are not refunded. Monthly plans renew every month, and if you cancel, you keep access until the end of the current month. So find your renewal date first, and start testing an alternative two or three months before it. Download your signed documents and their audit trails, rebuild the templates you use most, and send one real agreement to a colleague on a phone and on a computer.

Best PandaDoc Alternatives

Sign.Plus: Best Overall PandaDoc Alternative

Sign.Plus is our pick for teams that mainly need documents signed, with verification, qualified signatures and a choice of storage location at a published price. Professional includes unlimited signature requests, up to five users and 10 templates for $19.99 per user per month on annual billing, with passcode and SMS code verification included. Paid plans support QES at $5 per recipient, and purchased credits do not expire. Enterprise adds storage-region choice and HIPAA support with the required controls and BAA. Sign.Plus is built by Alohi in Geneva, Switzerland, is certified to ISO/IEC 27001:2022 and has a SOC 2 Type 2 report. Compare Sign.Plus plans and start a free trial.

Best for: teams that need signer verification, qualified electronic signatures and control over where their documents are stored, from a Swiss provider.

DocuSign: The Best-Known Name, With an Envelope Counter

DocuSign Standard costs $25 per user per month on annual billing and includes 100 envelopes per user per year. Qualified signatures, data residency, SSO and HIPAA support are listed on Enhanced, which is priced by sales. See our DocuSign review for the full breakdown.

Best for: large organizations that want the most widely recognized e-signature brand.

Dropbox Sign: Signing Right Next to Your Dropbox Files

Dropbox Sign, formerly HelloSign, costs $15 per month on Essentials ($20 monthly) and $25 per user per month on Standard ($30 monthly, two or more users), with unlimited signature requests. Data residency and qualified signatures are add-ons on Premium, through sales.

Best for: teams whose files already live in Dropbox.

SignNow: The Lowest Price, With a Catch

SignNow has the lowest entry price on this list: $8 per user per month on annual billing for Business, $15 for Business Premium and $30 for Enterprise. The catch is the counter. Each plan includes 100 signature invites per user per year, about two a week, and extra invites are billed one by one. Qualified signatures and a choice of storage location are not published on its plans page.

Best for: small teams that send only a few simple agreements and want the lowest starting price.

Final Verdict

For teams whose main job is getting agreements signed, Sign.Plus is our winner: a Swiss provider with ISO 27001 certification and a SOC 2 Type 2 report. Professional costs about the same as PandaDoc Starter but includes signer verification, and paid plans support QES with purchased credits that do not expire. Teams that need control over storage location or HIPAA support can choose Enterprise with the required settings and agreements. If proposals and quotes are the center of your work, PandaDoc Business remains a strong choice. Start a Sign.Plus free trial and test it with your own documents.
